US President Donald Trump on Wednesday announced a fresh wave of sanctions targeting Russia’s two largest oil companies, Rosneft and Lukoil, in a major escalation aimed at pressuring Moscow to end its ongoing war in Ukraine.

Speaking at the White House alongside NATO Secretary General Mark Rutte, Trump described the sanctions as “tremendous” and “very big,” underscoring Washington’s growing frustration with Russian President Vladimir Putin’s continued military actions.

“Today is a very big day. Look, these are tremendous sanctions — very big ones. They’re against their two big oil companies… We hope the war will be settled,” Trump said. “We’d like to see them take the line that’s been formed over quite a long period and go home.”

The US Department of the Treasury issued the sanctions shortly before Trump’s announcement, freezing the companies’ assets in the United States and prohibiting any US individuals or entities from engaging in financial transactions with them. The order also extends to all subsidiaries owned 50% or more by Rosneft or Lukoil, even if they are not directly named by the Office of Foreign Assets Control (OFAC).

Treasury officials said the move was designed to “degrade Russia’s ability to raise revenue for its war machine and support its weakened economy.”

“Given President Putin’s refusal to end this senseless war, Treasury is sanctioning Russia’s two largest oil companies that fund the Kremlin’s war machine,” US Treasury Secretary Scott Bessent said in a statement.

“We are prepared to take further action if necessary to support President Trump’s effort to end yet another war. We encourage our allies to join us and adhere to these sanctions,” he added.

The Treasury Department reaffirmed that the United States remains committed to a diplomatic solution:

“Today’s actions increase pressure on Russia’s energy sector and degrade the Kremlin’s ability to fund its war. A permanent peace depends entirely on Russia’s willingness to negotiate in good faith,” the department said.

When asked why the escalation came now, Trump said, “I just felt it was time. We’ve waited a long time.”

The US President also lamented the ongoing bloodshed, claiming that nearly 8,000 soldiers — both Russian and Ukrainian — were killed in the conflict last week alone.

“We think it’s ridiculous, and we’d like it to end… I think they both want peace at this point. It’s almost four years. If I were president, it never would have started,” Trump said.

Rutte, who praised Trump’s leadership during their joint press conference, credited him with helping to “break the deadlock” in the push for peace.

“The next big thing has to be Ukraine-Russia. NATO wants to help deliver on your vision of peace in Ukraine. I’d like to thank you for breaking the deadlock with Putin and starting the dialogue,” Rutte told Trump.

The sanctions come shortly after the United Kingdom imposed similar restrictions on Rosneft and Lukoil, further tightening the economic noose on Moscow.

During the briefing, Trump was also asked about whether the US would consider supplying Tomahawk missiles to Ukraine. He dismissed the possibility, calling it “too far out in the future.”
